The reactor is coming; the fight is over where. Four rationalities sit at the table — you are dealt one, the rivals are dealt theirs — and public opinion opens the season somewhere none of you chose. Month by month everyone pulls the same dials: you get two moves, and each rival pushes two dials toward its own ideal. At the end the Licensing Board draws one square at random from whatever the public still finds defensible. If the draw lands on a square your faction wants, you win — and if nothing survives the season, nobody does.
