The divergences
"In other words, the total amount of all the currency in the country is only a small fraction of the total deposits in all of the banks" — a depositor being taught how a bank works files an Assertion explaining why his money is doing something useful; a depositor deciding whether to join a line files the same arithmetic as the reason to arrive early. They part on scope: in isolation, a fact about currency in circulation; in context, the mechanism of the run described one paragraph later. The lesson and the danger are the same sentence, which is the hazard a pedagogic broadcast to sixty million depositors carries.
"No sound bank is a dollar worse off than it was when it closed its doors last Monday" — the Treasury files an Assertion true of every bank its examiners have passed; a listener who does not know which kind he holds files a guarantee covering his own. They part on motive — whether the qualifier that bounds the claim is doing work the hearer can see. "Sound" carries the guarantee through the middle of the broadcast, and the sentence that finally bounds it is the sentence that declines to promise.
"I know that when you understand what we in Washington have been about I shall continue to have your cooperation" — one hearer files an Assertion, a forecast about the coming week that asks nothing of anyone; another files an Order, since the cooperation named is the thing being sought. They part on function. The construction is the broadcast's method: its directives arrive as descriptions of what the audience is already doing, and the bare imperative is held back until the last paragraph, "You people must have faith."
"It is my belief that hoarding during the past week has become an exceedingly unfashionable pastime" — one audience files an Assertion about a change in public behaviour; the man with banknotes in his mattress files a Threat, a cost attached to his next withdrawal and payable in standing. They part on orientation: the world, or where the hearer stands in it. No federal insurance sat behind a deposit in March 1933, and this sentence is the only price the broadcast puts on taking money out.
"I can assure you that it is safer to keep your money in a reopened bank than under the mattress" — the depositor files a Promise from the President of the United States; the sentence performs an Assertion comparing two risks, which holds whichever way the risks run. They part on function, and which filing was made becomes visible six paragraphs on, when the speech declines the promise: "I do not promise you that every bank will be reopened or that individual losses will not be suffered."
"There is nothing complex, or radical, in the process" — the administration files an Assertion about procedure, supported by the recital in front of it; a listener adding the recital up — every bank in the country closed by proclamation, the President's powers broadened by statute, the Government licensed to subscribe to new bank capital — files a Frame-set that fixes what the program may be called before the calling starts. They part on target: a claim about the world, or a move on the frame that will judge every later claim. "Radical" was the charge in the air, and the answer offered is the description.
"You people must have faith; you must not be stampeded by rumors or guesses" — one audience files an Order it can obey by leaving its money where it is; another files a directive on an inner state, which no hearer can perform on request. They part on function: a command with an act attached, or a demand for the condition the speech has named as the cause of everything.
